communities up until 1971. In 1971, the nation banned the use of Polychlorinated biphenyls(PCBs) in the paper mill industry. Polychlorinated biphenyls are “complex mixtures of persistent contaminants that are ubiquitous in the environment. They have been in widespread use, since the 1930s, as dielectric fluids in transformers and capacitors and in a variety of other applications. Most, but not all, industrialised countries have now banned or severely restricted their production,” in Nuria Ribas-Fito article called “Polychlorinated biphenyls (PCBs) and neurological development in children: a systematic review”. This article explains that PCBs are a form of carcinogens, which means they are made up of chemicals that are cancerous to the human body. The Polychlorinated biphenyls have gathered over the years to have approximately 91 percent of Polychlorinated biphenyls in the Fox River have collected around the Green Bay Area according to the Wisconsin Department of Natural Resources article called “PCB History - Fox River - Wisconsin DNR”. This justifies why during my childhood we were not allowed to swim in the Fox River. As well as, a study done at Saint Norbert College in De Pere by Tyler Platz, that had shown that Brown County and Winnebago County have the highest rate of cancer than any other county in Wisconsin. I found that it was not credible to suggest that a company such as NCR had sufficient knowledge to be concerned about using a substance such as Aroclor 1242 in its CCP, especially in the absence of…
