Realizing that the increases in population resulting from the immigration of Mexican nationals into the United States created problems for the public schools of the State, and that e some of these problems were because of the special educational needs of immigrant Mexican children. The court also noted that the increase of school enrollment was primarily due to the admission of children who were legal residents.
