Abstract - The leadership of complex and large organizations in now a day environment of dwindling resources needs a strong promise by the leader. When Total Quality Management shared with good leadership and then management skills yields increased productivity. This study will focus on the skills required of higher level leaders (leader at the top one), the application of those skills to Time Quality Management, and the function of leadership when implementing Total Quality Management.
