For the P2 assignment, I’m going to outline what the central government, local authorities and third sector is and how they look after children and young people. Next I’m going to outline the universal, specialist and targeted services and what it means for the children and young people.

The third sector is defined as “the voluntary sector or community sector (also non-profit) is the sphere of social activity undertaken by organizations that are not for profit and non-governmental. Civic sector is another term for the sector, emphasizing the sector’s relationship to society”. Therefore it’s split into three sections: the voluntary sector, independent providers and charitable organisations. The voluntary sector for pre-schools covers a variety of services; hence that some are provided by volunteers such as carer and toddler groups. The people in charge of these groups may have a little bit of training whereas others have not. For this reason there’s no legal requirement that the volunteers should have training on the condition that parents or carers do not leave their children. The independent providers usually consist of private nurseries and childminders. Private nurseries generally cater for children from birth up to the age of four. As a result, the members of staff are trained from day one and the preparations for childcare are generally made on an individual basis between the nursery and the family. On the other hand, childminders are qualified individuals who utilize their own home as the setting for caring for children and young people.
