Module 5 Adaptable Leader

Out of the concepts covered during module 5 Adaptable Leader, I have found that the most valuable concept for my development is the section on Manpower. I have not yet had the opportunity to tap into this skill as much as I should and know I will need to develop it to become a better leader. The exact competencies that I need to develop may not come in to play until I reach higher rank, but fully understanding these concepts would make a difference to my unit I am currently a part of. I will become a better resource steward, having a better understanding of the four related concepts Organizational Structure, Program Allocation and Control, Requirements Determination and last but not least Performance Management.

When you talk about position requirements they are broken down into two categories funded and unfunded. Knowing that funded positions have to be ranked by their priority level as an effective leader I will need to articulate this to the commander to ensure that the funds are supplied to the right position first. Unfunded requirements are still needed to accomplish the mission but the money is not available for them. The next item to understand would be the Requirements Determination more specifically the instrument used for this the Authorization Change Request (ACR). The ACR is often used to ask for in writing changes to UMD or any of the manpower requirements. Having this understanding in my toolbox will assist leaders, peers, supervisor, and myself alike to implement the correct change when necessary. The approval authority for squadron is at the squadron commander’s level. Understanding what is to be amended, be it changes to the Air Force Specialty Codes or and increase or decrease of pay, skill levels or even changes to the Security clearance (SCI) or Personal Reliability Program (PRP) will assist with the knowledge to be able to make my point heard.
