The finished product is SANDAG’s Criminal Justice Bulletin. The CJ bulletin is produced biennially in a series of three publications. The first series of the 2013 CJ bulletin focused exclusively on part 1 offenses (homicide, rape, robbery, and aggravated assault); property crime is not included partly because of the inconsistency in determining who the victim is, which makes it difficult to accurately document victim characteristics (SANDAG, 2016). Violent crimes are of great concern to both law enforcement and the public in general and having a better understanding of how individuals are affected by violent crimes, law enforcement will be better prepare to develop crime preventions and intervention strategies to overcome them (SANDAG, 2016).
