Seniority is one-way organizations can always defend reduction which is common in unionized organizations. Another way is the use of a behavioral method called "behavior observation scale" which distinguishes good performers from poor performers, providing feedback, and identifying training needs. If the San Francisco facility needed certain job categories, those employees with those job categories could be kept while other employees may be fired. If the facility in San Francisco is limited of a distinct skill, a transfer of a San Jose employee with those skills is possible. Those employees lacking the skills needed could be decreased.
