Prohibit Unjustified Use Of Harmful Spells

I think that it is the Ministry of Magic's job to prohibit any unjustified use of harmful spells, but not allowing Dark Arts under any circumstances will ban many forms of self defense and education. For example, by banning something as simple as the Knockback Jinx, that takes away a tool someone being attacked may use to defend themselves or anyone else that may be involved. In all honesty, the Ministry has already done all they can towards the magic, what needs to be done is repercussions for those who misuse and abuse their knowledge and capabilities in the Dark Arts.
Many spells (including simple jinxes) would be out of legal reach, yet I doubt that would truly stop everyone from using these spells. These spells, hexes, jinxes, curses,
