With a multi-purpose program focusing on reading, writing, and math improvement, students can use small group learning with a student to teacher ratio of less than 11:1. Incorporating the local university?s graduate students and education majors along with encouraging volunteers from the school and community to be involved as mentors, training cost would be limited to faculty of 40. Daily expenditures and program materials are costs that are taken into consideration and are subject to change due to predictions made at estimated daily cost. (See Table 2). By incorporating the website media to inform parents and community members of needed involvement, volunteers could be provided and there would be no cost for advertising or public relations. A task force through the site-based council would need to be established for the hiring of the director and assistant director, staff management, and curriculum implementation. Funds for salaries have been allocated within the program. Along with a variety of other perspectives, the council can be an experienced and resourceful organization towards the development of a successful
