Your hair becomes positively charged upon the removal of electrons through the comb. These electrons are now present in the comb and absent from the hair causing the comb to have a negative charge. An object must be ferromagnetic in order for that object to have a strong magnetic properties of their own. If the object is ferromagnetic, it must then have all its magnetic dipoles to be uniform and point in the same direction. However, if an object is not ferromagnetic or the dipoles are not uniform, the magnetic field generated by the materials would not process any noticeable fields. The only place on the compass that would have a hard time making up its mind is right on top of its magnetic poles. If you cross the equator, the North Pole of the earth may not be as affected as the South Pole, however, the effect will have the same results.
