When we attended grammar school the least concern as students was to worry about any outsider problem that will affect our education and our learning process. However, it became of problem if we heard our parents or teachers discussing strikes or possibly a school to close-down. The only alternative to fix the problem was to seek help from volunteers and other leaders from the community to prevent that from happening. The previous concern connects to the problem of a large non-profit social service agencies such as the Woodson Foundation who joined the public school system in Washington D.C. to improve student outcomes. The next analysis will be to identify the real problem that the Woodson Foundation is facing along with the conflict and agreement of the development team. Teachers develop a role expectation seeing the circumstances they are involved. The lack of teaching begins because standards aren’t met due to economic sanctions or the structure is not functioning for the lack of materials needed to teach students. As a former teacher responded, “there is so much waste in the system.” It seems that the lack of time and money has affected education making teachers to quit the education system and kids being left in the middle of their learning process leading to truancy and low performance as to be described
