In order to retain students this plan suggests that “students who dropped out before completing the 10th grade would be denied a permit to work until they reached 18”. This is absurd and prevents children from working in family businesses until they complete tenth grade. Although dropping out of school is not something to be encouraged withholding the ability to work robs the students who dropout of the ability to do anything. Another flaw with this idea is that it leaves students with very few educational options after age 16. It hinges upon two years of additional education to be provided from somewhere besides high school. No such additional education exists that would be able to support students nationwide. Instead of empowering students and providing more options this plan shamelessly robs students of two years of education leaving them with nothing.
