San Francisco Bay Area Military Housing Area Boundaries The San Francisco Bay Area is home to the most competitive job and housing markets in the nation. Coast Guard personnel based on Yerba Buena Island (YBI) are receiving an improper Basic Allowance for Housing (BAH) rate. San Francisco and Oakland are separated by a toll bridge and are less than ten miles apart, yet are considered to be two different military housing areas (MHA). The two MHA’s have significantly different BAH rates. There are eight counties in the bay area with a total of six toll bridges with a total of five MHA’s in a very compact area. Ultimately, members who are stationed at YBI are being forced to make compromises with extended commute times, neighborhood safety, or quality of education for dependents. Oakland and San Francisco are neighboring cities, but are considered to be separate MHA’s. On January 1, 2007 YBI was added to the Oakland MHA, until that point it was part of the San Francisco MHA. The reason for the shift was that Sector San Francisco was split between two locations at YBI and the other at Coast Guard Island in Alameda. The city of Alameda is, in fact, part of the Oakland MHA. Justification was given that it would be unfair for members within the same command to receive different compensation rates for housing. As of recent months Sector San Francisco is now completely housed at YBI yet there are no plans of moving YBI back into the San Francisco MHA. The two separate…
