INTRODUCTION:
This case involves the suspect being arrested for H&S 11364(a)-drug paraphernalia.
LOCATION DESCRIPTION:
This incident occurred on the south sidewalk of Orange Grove Boulevard east of Garfield Avenue.

EVIDENCE:

• (3)-Glass pipe approximately 2 inches in length with a broken end and a burnt substance inside. Two pipes were found in Suspect Todd’s purse. One glass pipe was found in Todd’s, left, front jacket pocket.
INVESTIGATION:

On 07-28-17 at approximately 1137 hours, I was traveling west on Orange Grove Boulevard from McGrew Alley. I saw Suspect Deborah Anne Todd laying on the south sidewalk of Orange Grove Boulevard east of Garfield Avenue in violation of PMC 12.12.080(a)-Person Obstructing sidewalk. I recognized Todd from prior police contacts which have resulted in arrests for outstanding warrants, narcotics and drug paraphernalia. Officer Armendariz #0211 also arrived on scene and assisted me.

Officer Armendariz saw that Todd had a cup of beer in her possession. Todd was arrested for PMC 12.12.080(a)-Person Obstructing sidewalk. Incident to arrest, Officer Armendariz searched Todd’s purse which was directly next to her. Todd spontaneously stated that the purse did not belong to her. Officer Armendariz found a sandal inside of the purse, which matched the sandal that Todd was wearing. Officer Armendariz also found two glass pipes inside of the purse in violation of H&S 11364(a)-Possession of Drug
