Democracy is one of the most controversial concepts (issues) in social sciences. It means very roughly ‘’sovereignty of people’’. In this frame, democracy emphasizes that power is in the hands of the people. Democracy can be different from society to society (people to people). The root of the word of democracy means ‘’ people’s power (sovereignty)’’. It is originally comes from Greek. ‘’Demos’’ means people, ‘’kratos’’ means power. Democracy is the people’s sovereignty (power), but which people and power? When we talk about Greek democracy we think about direct democracy. In the early times of Roman Empire direct democracy turned into indirect democracy. After a long period without democratic governance classical (liberal) democracy has emerged after the French Revolution. After that with the emergence of proletariat socialist democracy (Marxist democracy) has emerged. Therefore, when we look at the historical process of democracy we see that it has been shaped and named differently from society to society, time to time. Since classical (liberal) democracy couldn’t satisfy contemporary demands and needs of the people, social scientists and philosophers have searched for alternative types of it. Deliberative democracy is one of the results of this search. The concept of deliberative democracy is a ‘’normative theory’’. Since there are so many different cultures, groups and identities in a multicultural society and all of them are allowed to participate in the process of decision-making and discussions in the model of deliberative democracy, citizens of the society would start to understand each other and they can learn empathy. The society would become more open to different ideas and it would become more respectful society. Since the discussions are based on freedom, reasonableness and equality and all people have an equal say and the decision that is made is the common conclusion, different groups and identities would understand that they are treated equally. So many different opinions are being presented in this decision-making process. Thanks to that people would see that what they cannot see and they maybe would start to think in an alternative way. In this deliberation process there might be a strong communication between state and different groups. There may be a good political culture in that society. And different groups and identities would learn how to live together in a peaceful and respectful
