The objective of this memorandum is to prepare the congress of the benefits of the US Farm Bill, which limits the availability of purchased food through the Supplemental Nutrition Assistance Program (SNAP) and also adds the opportunity for the purchase of white potatoes for Women’s, Infants, and Children program (WIC). In 2013, roughly 47.6 million consumers were aided through the SNAP program and 9 million through the WIC program. In the fiscal year of 2013, $76.4 billion was administered to Americans through the SNAP program and $7 billion to Americans through the WIC program, which is approximately 17.8% of the population. Vegetables, rice, fruit, bread, beans, and also prepackaged edible foods can purchased through the SNAP program. The WIC program is more limited in that consumers can only purchase milk, cheese, bread, peanut butter, fruits, and vegetables. The Farm Bill is proposing that WIC users will now be allowed to purchase white potatoes and SNAP users will not be allowed to purchase candy or soft drinks. This memorandum presents what will happen to rice, sugar, wheat, and white potatoes due to the proposed changes the Farm Bill is making. Rice is one of the most abundant sources of food and is used by two-thirds of the world (History of Rice). Due to the proposed changes through the Farm Bill, the affects of rice will be positive.
