A water supply shall be secured at any incident as described in this SOG at which a hazard zone exists: (2)

1. All fire department connections shall be supplied by the fire ground pump at an initial pump discharge pressure of 800 kpa



2. The pump discharge pressure shall be increased or decreased as required to account for elevation, friction loss or any other variable affecting the supply of water

The first arriving officer shall initiate the IMS, conduct a 360° (when possible) and request additional resources when required, focusing on the following priorities: (4)

1. Supporting FDC with fire apparatus supplied water



2. Securing elevators for fire department use (when available)



3. Identifying smoke control requirements within the structure



4. Communication with and control of building occupants

The IC shall focus on the following Priorities when a hazard zone has been declared: (4)

1. Confirm the fire ground pump has established a water supply before commencing fire suppression activities



2. Provide PPV as required for protection of stairwells



3. Confirm communication with hazard zone crews



4. Establish lobby control

What announcement by the IC indicates that Large Building procedures shall be followed?

1. The announcement of the On-Deck and accountability location within the building shall indicate to all responding personnel that the procedures in this SOG are to be followed

The on-deck location, once determined by the IC shall also serve as the accountability location. It will be know as the On-Deck and accountability location. Where shall it be located?

1. This location shall be selected based on practicality and proximity to the normal point of entry to the hazard zone, normally 2 floors below the floor on which the incident is occurring

The following equipment shall be set up in the on-deck location: (5)

1. Spare SCBA cylinders



2. Medical equipment - trauma and airway bag, defib



3. Firefighter rescue bag (RIT)


4. Bottled water



5. Extra PAL hose cabinet pack and 65 mm hose cabinet extension (delivered by R1 and R2 of the third arriving apparatus)

The first arriving pump or ladder crew shall identify, when available, the elevator to be used by fire department personnel:



Who secures the elevator and for how long?

1. The second arriving apparatus driver shall secure and control this elevator



2. The driver shall maintain control of the elevator for fire department use until the "loss stopped" benchmark has been announced

Elevators shall be taken to the floor located 2 floors below the known or indicated location of the alarm: (2)



What shall this floor be known as? When shall the location be announced?

1. This floor shall be known as the on-deck and accountability location



2. The IC shall communicate the on-deck and accountability location on the assigned fire ground frequency to dispatch as part of the FUR

Personnel shall consider the following when selecting a hose cabinet: (2)

1. Proximity to the fire location



2. Weather or not fire conditions will place the hose cabinet within the hazard zone. When this occurs or may occur, it is imperative that personnel ensure that there is a physical connection (rope) from the hose cabinet to the warm zone

Hose cabinets shall be chosen in the following Priority based on the considerations described: (3)

1. Hose cabinet closest to the problem



2. Next closest hose cabinet on the same floor as the problem



3. Next closest hose cabinet on the floor below the problem

First arriving pump procedures - the first arriving pump shall always be positioned to act as the fire ground pump and shall always be the initial accountability location.



The officer shall perform the following when required: (8)

1. Initiate the IMS



2. Ensure PAS procedures are followed


3. Obtain building keys for access and elevator control



4. Make every reasonable attempt, based on incident circumstances, to communicate with building occupants when building emergency communication equipment is available

First arriving pump procedures - the first arriving pump shall always be positioned to act as the fire ground pump and shall always be the initial accountability location.



The officer shall perform the following when required: (8)

5. Proceed with R1 and R2 to the on-deck and accountability location



6. Proceed to the location of alarm with R1 and R2 observing as much of the floor plan as possible


7. Conform the FG pump is supplying the FDC before suppression activities begin



8. Perform hazard zone tasks as required with R1 and R2

1st Pump Crew Tasks:



R1 and R2:

R1 - 1.Carry, control, operate PAL pack


2.Connect PAL pack hose line to hose cabinet


3. Deploy and operate the attack line for rescue, fire control



R2 - 1. Flat head axe/halligan and 65 mm hose cabinet extension


2. Assist with connecting PAL pack hose to cabinet


3. Set up physical connection to warm zone



1st Pump Crew Tasks: Cont'd



Driver: (3)

Driver -


1. Operate the pump


2. Initiate PAS procedures at the fire ground pump panel


3. Establish a water supply and support the FDC by connecting and charging at a minimum, one 65 mm hoseline from the FG pump to the FDC

2nd Arriving Pump Procedures -



The Officer shall perform the following: (6)

1. Wait for a crew assignment from the IC


2. Ensure PAS procedures are followed, deliver the passport to the initial accountability location or the on deck and accountability location


3. Obtain an additional set of building keys when available


4. Proceed with R1 and R2 to OD&A location observing as much of the floor plan as possible

2nd Arriving Pump Procedures -



The Officer shall perform the following: (6)

5. Proceed with crew assignment from the IC with R1 and R2



6. Make every reasonable attempt to secure a back up attack line from a hose cabinet other than the one being used by the 1st arriving crew


2nd Arriving Pump Procedures-



R1 and R2:

R1 - 1. Carry, control and operate the PAL pack


2. Connect PAL line to the hose cabinet


3. Deploy and operate the attack line for rescue and fire control


R2 - 1. Carry/utilize flat head axe/halligan and 65 mm hose cabinet extension


2. Assist with connecting PAL pack hose to hose cabinet


3. Set up a physical connection to the warm zone


2nd Arriving Pump Procedures -



Driver: (2)

1. Secure and control the elevator identified for FD use by the 1st arriving crew



2. Deliver medical equipment to the on-deck and accountability location

3rd Arriving Pump Procedures -



The Officer shall perform the following: (6)

1. Wait for a crew assignment from the IC


2. Ensure PAS procedures are followed, deliver the passport to the initial accountability location or the on deck and accountability location


3. Obtain an additional set of building keys when available


4. Proceed with R1 and R2 to OD&A location observing as much of the floor plan as possible

3rd Arriving Pump Procedures -



The Officer shall perform the following: (6) Cont'd

5. Proceed with crew assignment from the IC with R1 and R2



6. Make every reasonable attempt to secure a back up attack line from a hose cabinet other than the one being used by the 1st arriving crew

3rd Arriving Pump Procedures -



R1 and R2

R1 - 1. Carry, control and operate the PAL pack


2. Connect PAL line to the hose cabinet


3. Deploy and operate the attack line for rescue and fire control


R2 - 1. Carry/utilize flat head axe/halligan and 65 mm hose cabinet extension


2. Assist with connecting PAL pack hose to hose cabinet


3. Set up a physical connection to the warm zone

3rd Arriving Pump Procedures:



Driver: (3)

1. Collect all crew passports from the FGP/initial accountability location



2. Proceed to the OD&A location with crew passports and continue PAS procedures for hazard zone crews



3. Deliver spare SCBA cylinders to the OD&A location

Ladder Procedures - Where should the ladder be positioned?

The Ladder shall be positioned near the scene to be utilized for roof access, exposure protection and defensive strategy support when required

Ladder Procedures -



The Officer shall perform the following: (4)

1. Wait for crew assignment from the IC upon arrival. Focus on establishing ventilation and smoke control, primarily with PPV


2. Ensure PAS procedures are followed


3. Obtain an additional set of building keys when available


4. Proceed with crew assignment from IC with R1 and R2

Ladder Procedures - R1, R2 and Driver

R1 - 1. Deploy and operate the PPV fan


R2 - 1. Carry flat head axe/halligan and bolt cutters


2. Operate ventilation saws


Driver - 1. Deliver SCBA cylinders to the lobby to be moved to the OD&A


2. Proceed to the main point of egress to assist and direct building occupants

Rescue 1 Driver shall: (3)

1. Deliver RIT bag, bottled water, spare SCBA cylinders to the OD&A location



2. Deliver any other equipment required to the OD&A location



3. Secure and control the elevator when required
