The IC shall shift from an offensive to a defensive strategy when: (3)

1. The current risk management profile does not match the incident conditions based on our risk management philosophy



2. Available resources are not able to safely support an offensive strategy



3. The incident is developing faster than resources can be deployed to control it

When the change to a defensive strategy is about to be made, the IC shall communicate with crews assigned to the hazard zone using the following standard terms: (2)

1. Exit the hazard zone - crews shall immediately and orderly withdraw from the hazard zone, and remove and bring with them all hose lines and or tools



2. Abandon the hazard zone - crews shall immediately and rapidly withdraw from the hazard zone leaving behind all hose lines

Crews shall immediately communicate to the IC the following information upon exiting the structure and clearing the hazard zone using the following phrase "we are out of the hazard zone" with: (3)

1. Crew designation



2. Exit location (Side)



3. PAR and Air status

Where do crews report to after communicating that they are out of the hazard zone?

1. The On-Deck location

During a change in strategy, the IC shall be responsible for : (4)

1. Ensuring the removal of all personnel from the hazard Zone



2. Controlling all incident communications



3. Maintaining accountability of all personnel



4. Managing and redeploying resources to meet our defensive tactical priorities

The IC shall announce a strategic shift using the following communications process: (4)

1. Declare emergency traffic



2. Announce Strategic shift ("exit" or "abandon")



3. Confirm exit of assigned crews and their PAR



4. Clear emergency traffic, declare new strategy through control
