II. [Claim:] Since its enactment in 1972, both Title IX and the subsequent enforcement of Title IX are controversial and divisive issues across the United States.

[Preview:] The HEW’s (Health, Education, and Welfare) 1979 Policy Interpretation articulated three ways compliance with Title IX can be achieved – this became known as the “three-part test” (Title IX: The Three-prong Test). I will organize the discourse about Title IX by following the three points in which people recognize in the law.
