People are more likely to put themselves out there and vote if they know that the candidate they vote for wins the elections or that they at least had a say on who gets voted. When groups like the Electoral College form part of the election and they are the ones that have the final say on who gets to be the next president and vice president of the United States, the people lose faith in the system and feel excluded, like their vote did not matter.
