Marzano et al mentions, on page 92, that research indicates that the beginning of the school year is the linchpin for effective class management. Moskowitz and Hayman, researchers who studied beginning-of-the-year behaviors in students, found that not only should teachers focus on classroom management during the first few days but do so in an orderly and systematic manner by clearly articulating rules and procedures and establishing disciplinary consequences for violations of rules and procedures (Marzano et al, 2003, p. 92).
