Within the concept of homeland security, there are desirable characteristics each strategy must include. Not all these characteristics apply to every single strategy, but are used to implement strategies to provide homeland security. Even though some may consider the USA PATRIOT Act, as civil liberty violations, it set the baseline for the implementation of the USA Freedom Act. Additionally, if one decides to participate in any activities that are a direct or indirect threat to the homeland security of the United States, then your civil liberties should be taken away. Every means needed to stop said direct or indirect threat should be implemented, regardless if the person is a citizen or not.

There are seven characteristics in which every strategy is required to implement one or more of (Yin, 2004). Ideally, the aim is for a national strategy to make an attempt to implement all seven characteristics. Purpose, scope and methodology is a characteristic which give the why, the coverage of the strategy, and how the strategy was conceived. Problem definition and risk assessment bring to light the problems in which the strategy is to address. Goals, subordinate objectives, activities, and performance measures lays out what the strategy is trying to accomplish, steps to accomplish the results, and the measurement of the results.
