At first it seems as if the writer wants to show the Data does not exhbit all the qualties needed to have to make himself human. This is evident by the poker scene at the beginning of the episode, where we see Data as more of a complex calculator, as he tries to play poker by just determining the raw statistics associated with the game. It is after he loses that Doctor Polaski tells Data he lost because he did not have the human characterisitic of instinct. Although it is not until later in the episode that you start to understand that these scene does not make him seem more robotic but more of a human child who is still learning. I say this because there is such an influx of humans on this planet do we really need more. There are already too many humans than there are jobs, and now these cyborgs would take over highly skilled positions as well.They will be a lot better at these positions as well, which then brings up the topic why do they need us? Could the planet even sustain such an idea? If we let cyborgs do all the work so we can sit back and relax what is our purpose then? With that aside though I am sure that at first having cyborgs would be weird but eventually as humans we would get used to them and even forget they are not human.
