Recently, the UN has come out with a set of Sustainable Development Goals (SDGs) to accomplish by the year 2030. Goal 13 is to, “take urgent action to combat climate change and its impacts” (“SDGs & Topics”, 2015). Targets have been set in place to accomplish this goal. The first target is to “strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries” (“SDGs & Topics”, 2015). Much of this target is measurable. Based on the known effects of past natural disasters, countries could conceivably identify their vulnerabilities to climate-related hazards, then evaluate what measures they would need to put in place to minimize damage and maximize resilience to such occurrences. The measurability of this target depends on whether past disasters are good predictors of future ones and also whether all possible contingencies have been anticipated.

The second target is, “integrate climate change measures into national policies, strategies and planning” (“SDGs & Topics”, 2015). This target seems too vague to be measured. Even if the UN successfully encouraged governments of sovereign nations to implement climate-change policies, they cannot ensure compliance. For this reason, this target cannot be measured in any meaningful way.

The third target is, “improve education, awareness-raising and human and institutional capacity on climate change and mitigation, adaptation, impact reduction and early warning (1)”. This target is measurable…
