Each of these levels within the community from the lowest person to the highest plays a part in the NIE process. Within the intelligence cycle represents a very simplistic example of the necessary cooperation that is necessary for the flow of vital information or intelligence between the NIE analyst and the policymaker in Congress. Each of the 16 Intelligence Agencies has its own version of the intelligence cycle; each of these cycles is similar to one another with a few exceptions. The intelligence cycle that is recommended and preferred is the one that is utilize by the Central Intelligence Agency (CIA) five step processes. The analyst receives planning and direction from the policymaker’s that is requesting for information or intelligence (RFI) which drives the tailoring of collection asset(s). The raw collected intelligence proves to be overwhelming at first but priorities are set to for single source collections depending if it’s human, signals, spatial, open source or imagery. This data regardless what type of intelligence makes it to the analyst who must sift through mounds of raw intelligence to find the correct data to analyze to answer the requirements that are generated by the policymakers. The relationship between the two must instituted properly and all the efforts to keep it effective for both parties. The analyst has to work hard to keep an open line of communication with the policymaker. This relationship must be based on mutual understanding, respect, creditability, resources, promoting cohesion and respect about the secrecy of the work. It is imperative that the analyst have clear understanding of what the policymaker needs or possible the clarification of the requirement or RFI. The policymaker must have the understanding on the boundaries on what the analyst can or cannot do based on the laws, rules and regulations that governed the IC.
