The philosophy of Employment First is “the idea that competitive employment in an integrated setting should be the priority outcome for people with disabilities” (Ohio’s Path to Employment First, 2014). In March 2012, Ohio Govender John Kasich signed into order the Employment First Executive order. With the signing of this executive order, the state of Ohio joined twenty-six other states implementing an official policy or legislation act related to the idea of Employment First.
