The rushing sewage would then lead out to the country side to fertilize crops. This idea would help keep workers from having to clean sewage. He had another theory that the reproduction of more children to replace those who have died was only leading to overpopulation and spreading sickness. He wanted to convince the government the reason for sickness is caused by just some of those factors and that by creating such waterways, smaller housing, wider streets and more indoor plumbing would help decrease children labor and would increase healthier environments.
