1. Personnel management is a traditional approach of managing people in the organization and is short term focused. Human resource management is a modern approach of managing people and their strengths in the organization and is long term focused.

2. Personnel management has separate HR functions; eg, recruitment, payroll, industrial relations, training and placement of employees within the organisation. Human resource management focuses on the development, motivation and maintenance of human resources within the organisation.

3. Employees under personnel management are provided with less training and development opportunities compared to human resource management. Employees under human resource management are provided with more training and development opportunities. In HR employees are a resource to be managed just as any other resource would be and HR focuses on developing and maintaining effective communication throughout the organisation.

4. In personnel management, decisions are made by the top management in relation to the rules and regualtions of the organsiartion. However in human resource management, decisions are made after a number of factors including the employee 's participation, competitive environment and authority.

5. Personnel management focuses on increased production and satisfied employees and the development of individuals and groups in an organisation for achieving better results. Human resource management focuses on effectiveness,…
