The Act gives the power “to expedite interstate and intrastate proceedings involving child support or spousal support” (DeMaria 243). In April of this year, “there were 51,964 cases” of the 183,170 children “in which the State of Idaho received payments for children with no address on file who may or may not reside in State” (“Child Support Enforcement”). There were “18,148 out-of-state child support cases” whose addresses were confirmed in the month of April (“Child Support Enforcement”). For Idaho, who has over 23.8% of its children on child support, the Act is vital. The Hague Convention is a multilateral treaty designed to protect children on the global scale. It mandates child support, abduction, and adoption processes or situations. There are ninety-four countries who are members of the Hague Convention. In the instance that a child is taken without the custodial parent’s permission, and taken across state lines or out of the country, working with the Hague Convention is the fastest method of child retrieval afforded to parents.
