These plans included the Proclamation of Amnesty and Reconstruction. The Proclamation of Amnesty allowed full pardon to all rebellion with the exception of higher Southern officials and military leaders. The plan also included the Ten Percent Plan that allowed new state government to form when at least 10% of eligible voters took oath of allegiance to the US. It also allowed Southern states to enact on plans to deal with freed slaves.
Early on in Reconstruction there were three amendments that passed. These amendments were added to the Constitution to abolish slavery, give birth right citizenship to freed slaves, and gave freed slaves the right to vote. We also see early on there were no African-Americans that held some type of political position in government. Regardless of freedoms given by the new amendments there was still plenty of white resentment and violence against the newly freed slaves.
Andrew Johnson wanted to exclude blacks from Southern politics. He also wanted to allow state legislatures to pass restrictive Black Codes to regulate freed slaves lives. But there was no one to get rid of all the corruption in politics and business. There was no one else to make that African-Americans were not treated unfairly by such things as the continued share cropping, Black Codes or hate groups like the Klu Klux Klan. The powers were restored to the Southern states to early. The Southern states may have been defeated by the Union but they ended up in almost a better position. They were able to rebuild, get their state powers back in a short amount of time and they were able to continue regulating African-Americans. They had all the Federal Governments resources to rebuild their governments and infrastructure. They had investors from the North come down and take advantage of the situation but this ends up contributing to their economy.
