Introduction
There is distiction between leader development and leadership development. Leader development is about the skills and traits of the leader. It means that it dealing with enhancement of individual cognitive, socio-emotional and behavioral skill expertise to equip individual in taking role as a leader (Day, 2001). While leadership development is about improving collective capacity of leadership. It means dealing with social process and structures, group or team activity and more related to ideas of organisational development (Day, 2001). This paper will focus to leadership development and discuss whether leadership development opportunities should be provided to all people in the organisation.

The following are some critiques on leadership development from several academic literature:
Raelin (2011) promotes the worksites as location for learning which he called work-based learning. This is criticque for leadership development program that conducted in the classroom that he argue will separates theory from practice. He also suggest action learning techniques to allows leaders to study the job or problems that they encounter.
Reynolds (2009) point out on there are meny forms of leadership development program, especially forms of experiental learning, fail to address the social and political realities of organisation in which people work. Whilst the design of activities on development programs has become more sophisticated, the methods and tools used to draw the learning from these activities has had less attention paid to it.
Grint (2007) proposes that learning to lead may be a social process rather than individual one, and that we need to ‘understand how leadership works in organizations rather than how formal leaders work on organizations

The result is the claim is applicable in certain condition. Since it will cost alot of money, this condition may works for organisation with small numbers of human capital but have strong financial resources. For example a company that produce mobile phone application or a company that produce video game, with small group of employee they may generate a high profit (if the sales is good). Then the risk in investment in leadership development is not significant for the organisation
