Additionally, SNC failed to develop and initial plan and repeated the FRAGO from higher rather than incorporating information from his base order or his own interpretation of the situation. As a result, SNC and his fire team were forced to develop an initial plan following the conclusion of his brief. At no time did Candidate Merki address security or operate within the tactical environment described by the FRAGO. SNC attempted to maintain the focus of his fire team, but failed to assert himself as the leader.
