Affordable Care Act (ACA) 2010 The Affordable Care Act (ACA) 2010 that was passed by President Barack Obama, is the 21st Century 's revival of Federalism (Porche, 2012). As a public health policy, the Affordable Care Act was the result of the combined “administrative decisions made by the legislative, executive, or judicial branches of government that define the courses of action affecting the health of a population” (Porche, 2012, p. 5-6). With the passage of the ACA, the Federal government in collaboration with the states, reformed the “healthcare system by giving more Americans access to quality, affordable health insurance” (Obama Care Facts, Summary, n.d.), and at the same time eases the government spending on healthcare (Obama Care Facts, n.d.). With healthcare accessibility, more benefits, rights, and protection are guaranteed to Americans with health insurance (Obama Care Facts, n.d.). Also, the cost of having health insurance will be more affordable with low-cost premiums (Obama Care Facts, n.d.). However, there are many opponents that vow to challenge the constitutionality of the new health care reform.
