My first point is that most 18 year olds now-a-days are still immature. They are continuing to make childish decisions like partying and wreckful driving. By the time they turn 21, they have at least 3 more years of experience and maturity. Adulthood doesn't happen over night for most teens, and sometimes it may even take longer than 3 years. Kids need more years to be able to adjust to the idea of being an adult and making adult decisions.

18 year olds are sometimes still in highschool, and therefore would be more likely to distribute alcohol to minors. People who are 21 are typically not in highschool still and would be less likely to associate with highschoolers and elementary students. The less associations with alcohol drinkers with younger kids, the less likely the alcohol would be given to the kids as easily. Since 18 year olds are 'adults' if they distribute alcohol to minors they are going to serve jail time. An adult 21 years of age would most likely already know the consequence and not be bribed by highschoolers.
My final point is state funding and safer highways. A portion of our highway funding will be lost by lowering the drinking age to 18. About 90% of teenagers would choose getting their license over drinking legally any day. If we lower the drinking age then the driving age will go up.
