Other reasons that are evident for Dr. Johnson’s narcotics problem is the fact that he had complete access to the lock box that the narcotics were in; as well as being the only person who had keys to that lock box. Also, there were no procedures in place to help keep track of the narcotics that were leaving that lock box, and no one was following up with the checkout log to find out who was taking them and for whom they were taking them to. Sometimes he would even take narcotics from the lock box for a patient, but instead keep it for himself.
