Diana Roark the House Intel insisted that the protections of the program be restored and not letting them go rogue if it was not conducted as such then the program should be stopped. She wanted the program to stop because she believed to be “unethical, illegal, and politically stupid.” Parts of the program seemed to be illegal, but Hayden would not discuss wither because she was not briefed on the Program, so she was told to stop her snooping. The attorney general was needed to sign off on the program to keep it up and running, John Ashcroft refused to continue to support the program unless they reformed some of the illegal issues within the program. However, they kept the program running with out of the attorney general's signature.
With the program is still up and running, the president and General Hayden gave speeches downplaying the program and how it was being conducted, when information was leaked to the New York Times magazine.
