This distinguishes genocide or other crimes such as crimes against humanity or war crimes. In the response "The role of African women in post-conflict peacebuilding: the case of Rwanda" Abdul Karim Issifu explains in the United Nations: Rules of Genocide case the requirements for special intent divies out whether the intention was to truly force these women to marry abusive men. The Rules of Genocide explains the two tiers of intent, “The prosecutor must first establish the intent to commit the underlying offence. Second, the prosecutor must establish the dolus specialis, that is, the underlying offence was perpetrated with the intent of destroying the targeted group in whole or in part.” Generally speaking, it’s noticeable that these men purposefully committed the crime of forced marriage, such as rape, sexual assault and obviously forced marriage. In the first category identifying if the intent was to send close to a million women and children around to world and force to be married to strangers who would then sexually assault and torture them then yes, it 's pretty obvious that something to this large of an extent could not have just happened out of nowhere. Rape is no longer seen as a tragedy that may happen but will pass as time goes on, it is accepted that these attacks on women can cause serious physical and mental repercussions. Forced marriages have successfully been prosecuted as an international crime but still has yet to be recognized as possible tools of genocide. Full recognition for this heinous crime in Rwanda is needed. Without this justice it is impossible to predict that this will not continue to happen without the recognition of being genocide. There is little doubt that this reform will take more than just a legislative reform to bring new qualifications to the National Genocide Prevention. The first step towards this change I speak of, equality and preventing the mistreatment of women during armed conflict being recognized.
