Tactical cellular technology has been around since the 1980’s. GTE, which is now General Dynamics established this technology for the Army in 1985 (Thompson, 2012). The first cellular network used by the United States Army was the Mobile Subscriber Equipment network. It was christened in 1991 in the deserts of Saudi Arabia and Kuwait. Mobile Subscriber Equipment network is the foundation of the tactical communications network and precursor to Warfighter Information Network-Tactical (Army). This phase should take about three months (Fortress LTE Virtual Core Network (vCN), 2016). Ultimately, the timeline will depend on when UNICEF purchases the equipment. Once the equipment is purchased UNICEF will need to select employees or volunteers that will need to be trained on how to set-up and use the equipment in remote locations. These UNICEF representatives will also need to be able to train other UNICEF employees or volunteers. UNICEF and General Dynamics Mission Systems will need to allow for time to test network and fix any variables and challenges that may arise during testing. UNICEF is the stakeholder and therefore the variables will affect them the most. Variables that could affect the project come in the form time, money, and resources. In order to stay on track when it comes to time, money, and resources it is important to adhere to budgets and schedules for time and resource management. UNICEF helps out in remote area so the variable that is the hardest to plan for is the environment and what they may or may not have access to.
