The article below is an excerpt from the Policy Information Report, published by the Educational Testing Service and is based on 2008 NAEP data. Although the following discussion focuses on the Black/White educational achievement gap the paper discusses trends in the gap between Black and White educational attainment, school achievement, and contextual factors from the beginning of the 20th century to the present time. I believe mobility plays a big part in the gap. Being born and raised in a deprived neighborhood is hard to get out of because lack of opportunities, Income which can scare people away from schools when they see how much it is to go to college. The biggest factor is knowledge, and without knowledge of what could be next after high school and why it can be beneficial plays a huge role in someone moving past the Mobility Issues and breaking that gap. One of the reasons people don 't get a college is the cost. Studies show that college graduates earn significantly higher incomes than non-college graduates. This difference can be up to $1,000,000 in a lifetime, yet the debt they will have from college discourages them from going. The plan is to provide a service that will help them learn how to lower the price of going to college and the benefits they will get upon a graduate. steps would need to be taken to start this movement is to find or train people to be able to convey the importance of college and what it can do for them in the long run, and also be able to find ways to make school cheaper, such as scholarships. next would be to involve the public and bring awareness to this problem. To get people aware of what we are doing, we need to advertise, so we would need to do commercials, business cards, ads in the paper, flyers, social media etc. What I would do to engage others by developing a dialogue regarding this issue is to provide scientific facts, show them charts on how it has changed over
