The Counsel also found that the University wanted to avoid the bad publicity from the sexual abuse scandal by hiding it from the University Board, school employees, and the whole community. All of this could have been fixed if the University Leaders took a stand and addressed the issues since 1998.
There were 120 recommendations made to Penn State by the Special Investigative Counsel in areas such as the Penn State way of school life, monitoring improvement, the programs made for minors and facilities available to be used, police department, athletic department, how to report misconduct, and the leaders of the university being responsible for what is happening in the school.
The recommendation for helping the culture in Penn State was to have an ethics counselor available for the President of the school and the Trustees and training for all areas in the school. Also enforce the knowledge of keeping children safe, helping the school to be more open with anything happening in the school, and having background checks for employees and proper training for what responsibilities they have.
