Resource mobilization theory came about in the 1970’s and had two main objectives which were the idea of everybody working together to come up with a common goal, while at the same time mobilizing resources. Resource mobilization theory veered away from collective behavior which was looked at as irrational and unorganized and focused more on being organized and having the people be rational thinkers before acting upon something. Not only are the schools looking to reach a common goal, they are also using the law to mobilize the homeless to a better life that will better them in the long run. This SMO is using the resources that are within the school system such as the faculty as well as the external resources such as laws being passed to help these children. Additionally RMS is effective because it is structured and not spontaneous. This organization started up after the McKinney Vento Act which began in 1879. This all would have not been accomplished if there were not “rational” actors making rational decisions. Being rational is important especially when it comes to coming to terms that not every homeless child can be provided with an education. It is important to think about the needs of the parents. Again the goal of the SMO and organization is to reach a common goal, but that goal has to be a “measurable” “rational” goal. Money is a resource that is used to help fundraise in order to provide these children with a place to call home. Another resource that plays a huge role that is external that benefits this SMO is the media. It helps to get word around which benefits the
