VII Conclusions and Future Work

Research on flow assessment methodologies to understand ecological responses to flow alteration has developed substantially over the last past four decades. The evolution of flow assessment methodologies can be grouped into three categories: (1) methodologies to assess environmental flows, (2) research on ecological responses to flow alteration, and (3) research on the new ELOHA holistic flow evaluation method. Early quantitative and qualitative methods focused on site-specific assessments and cannot accurately define ecological responses to flow alteration on a regional or global scale. The ELOHA method has shown to be an effective tool to assess regional environmental flow requirements, as shown in Colorado. Still, evidence from the synthesis of various types and development of methodologies indicate several paths of future areas of work towards progress in environmental flow assessment (Tharme, 2003).

Though the ELOHA framework has advanced environment flow assessment methodologies, there are some challenges interpreting flow alteration effects on ecological response relationships. First, decision-makers will need to value ecological relationships relative to multiple other components, including economically. For example, a value system will need to be established for water supply versus impacts to ecosystems to establish priorities.
