Another reason for the insistence of ICT in education is the shift from conventional teaching where students are just given information to application teaching where students are required to apply the knowledge [2]. The use of ICT in the educative process can be divided into two categories namely; ICT for Education and ICT in Education [2]. ICT for Education is described as the tools specifically used for teaching or learning purposes while ICT in entails the adoption of general components of information and communication technologies in the teaching and learning process [2]. An example of the use of Information and Communication Technologies for Development (ICT4D) in education is the Telkom SuperCentres Project in South Africa [4]. This project, completed in 2000, provided PCs and internet connectivity to 100 schools in South Africa. The scope of this project entailed providing appropriate technical training and the main purpose was to improve the quality of education in selected schools through the use of ICTs [4]. Another aim of the project was to increase ICT proficiency level of the students. Socio-economic development entails the improvement process of both the social and economic standing in country. This improvement is measured with indicators such as the literacy rate and levels of employment. From a personal experience, I think IR has not been used much in the development in my country (Uganda). This is because I think there is a lot of valuable information available that is not being used. For example, the education system is based on the British education system but the leading university in the country does not adhere to the standards set by regulatory systems such as the British Computer Society. While I think IR can provide novel ways for improving the economy and social standards, developing countries especially in Africa face bigger issues that need to be solved first. The most important issue in my opinion is the poor leadership in these countries shown by the depicted by the high levels of corruption and the dictatorships in some of these countries and this cannot be solved by using IR
