Here was the strategy: “ The territory of Rondonia, state of Mato Grosso had a population of over one million, and was growing rapidly. The region looked to be an important potential source of agricultural production and employment for Brazil. This plan on paper, sounded great, had the best intentions, and was wonderfully hopeful. Unfortunately, a zealous Brazilian media advertised this opportunity to a populace in a recession economy, who were looking for just this salvation. Brazil's government land agency, INCRA, only created lots for 5,000 families, roughly 20,000 people. Tragically, the area was overrun by in excess of 150,000. The land was to be divided into parcels and protected. The forests were supposed to also have been protected. The colonists were to be settled on small farming plots, and could grow crops like coffee and cacao. (4)

They should not have undertaken the wide array advertising, which I believe was responsible for the mass immigrant influx. A carefully controlled system of advertising selectively, and subsequent control of selection by the Brazilian government would have done their citizens well. I place greater blame on the Brazilian government for their negligence in ignoring this crucial planning step in what might have been a successful and flourishing win for both entities. Not quite sure how they would determine need in this respect, but with the detail that I have read in my research of this entire project, they could have certainly spent a day or two to come up with adequate criteria for selection. This, in my opinion, was a crucial factor that was not considered in the overall execution of this
