Corruption In Law Enforcement
There are a few different types of corruption, you have Grass-eaters who have a passive personality and will except anything they can get a hold of. Then there are the Meat-eaters they are typically more aggressive and are on the lookout for chances to exploit a financial gain. To bring them all together to be called rotten apples. Rotten apples can be one or many officers in the department or precinct that are corrupt. They did not give much insight in the journal on the meaning behind rotten apples and the different types that exist.
