Numerous studies have been conducted on the topic of Net Neutrality. Net Neutrality is the principle that broadband internet service providers should allow access to all content and applications regardless of its source or destination, and without favoring or blocking particular applications or contents on websites. The purpose of this report is to discuss the issue of Net Neutrality with the Ministry of Industry, and other non-technical government officials. Net Neutrality is an issue that essentially concerns how the internet will operate in the future. In “Point/Counterpoint Network Neutrality Nuances”, both Barbara van Schewick and David Farber stress on the importance of internet in today’s modern era. Schewick is concerned about how the internet is being abused by the ISPs. She claims that ISPs should not be authorized to manage the applications and content on the internet. However, Farber shares his opinion that ISPs should be encouraged to take initiatives to block certain applications and content on the internet that could potentially be harmful for the consumer. The recommendation regarding the issue of Net Neutrality to the Minister of Industry would be to allow and encourage Internet Service Providers (ISPs) to monitor applications and contents on the internet, provided government agencies actively monitor any malicious activity going on the internet. In relation to this, ISPs should immediately report to the government agencies if any malicious activity is being witnessed in applications and contents on the internet.
In addition to this, it is recommended that the Minister should launch a protocol which will enforce the legislation for the public and for ISPs. These policies would ensure that the network providers provide quality broadband connection to public. The policy would further state that consumers should be allowed to have full use of their broadband connections. This would give them access to any content on the internet, they will be able to run any application they desire, and they would be allowed to attach any devices to their broadband connection that does not cause any harm to the network. The quality of broadband connection also incorporates the Internet Traffic Management Practices (ITMPs). The policy would ensure that before the ITMPs are used, the consumers will be informed by the network providers about their use. This will help the consumers to make better decisions in purchasing
