The key general capabilities necessary to rebalance the Joint Force 2025 given the current strategic direction and global security environment to ensure Freedom of Maneuver (FOM) in the global commons and dominance within the cyber and space domains. Enhanced capabilities to protect cyber and space domains and synchronized partnered alliances are required to counter threats to these domains. This rebalancing is warranted to maintain a level of readiness that meets the needs of the National Security Strategy (NSS). By addressing key capabilities in each branch of service and the general capabilities needed for cyber and space succinctly maps the path ahead for the Joint Force 2025.

It is crucial that the Army retain the ability to surge in number while incrementally improving on existing platforms. The Army needs to maintain the capacity to conduct a large-scale land war to deter the likes of Russian and China while utilizing the smaller expeditionary construct to protect and our allies. The Army should be sized to ensure a “1+2 force sizing construct, with the 1 mission being a high-end war (like another possible conflict in Korea) and the 2 being smaller and multilateral, but potentially long and stressful, simultaneous operations of one type or another.” This is an essential capability because the future operating environment dictates conflicts that will be shorter in duration and operate closer to the gray zone of …show more content…
A failure to provide the Joint Force with the capabilities above would contain current operations and would limit the Joint Force securing the global economy while deterring a catastrophic attack on the U.S. homeland and critical infrastructure. Operations in these global commons must have the ability decisively quash any challenges from adversaries and serve notice to the world the U.S. FOM in these domains is undeniable.
The global economy is a future challenge risk that complicates the Joint Force 2025 vision. Many factors contribute to a treacherous economic terrain in emerging markets that are beyond the United States control stemming from “major economic powers to focus on domestic imperatives without regarding the impact on others.” The current fiscal environment brought on by the Budget Control Act of 2011 creates uncertainty in the planning for the Joint Force to adequately source capabilities that ensure FOM and assert dominance in global commons. Future legislation needs to hedge against large-scale economic shocks in the world economy while preserving the Joint Force ability to execute missions, invest in critical technologies while continued to be a vanguard of stability for our
