Black students are disciplined in much stricter forms compared to other races, primarily whites. Minority students in grades k-12 are disproportionately suspended and expel compared to white students. According to the US Department of Education’s Office for Civil Rights comprehensive data released “Black students accounted for 18 percent of the country’s pre-K enrollment, but made up 48 percent of preschoolers with multiple out-of-school suspensions.” Additional research, by Edward J. Smith and Shaun R. Harper states that “Nationally, 1.2 million Black students were suspended from K-12 public schools in a single academic year, and 55% of those suspensions occurred in 13 Southern states. Moreover, Districts in the South also were responsible for 50% of Black student expulsions from public schools in the United States” .Supplementary reports by The Center for Civil Rights, Remedies at UCLA Civil Rights Project states that in Metro Atlanta, Georgia Schools; four out of every ten Black male secondary students with disabilities was suspended at least once in 2011- 12.
