The fifth principle of the Individuals with Disabilities Act (IDEA), least restrictive environment(LRE), is based on the premise that the preferred placement of children with disabilities is within a regular classroom with children without disabilities. The principle of least restrictive environment is described in the 2004 revision of IDEA and states that “To the maximum extent appropriate, children with disabilities, including children in public or private institutions or other care facilities, are educated with children who are not disabled, and special classes, separate schooling, or other removal of children with disabilities from the regular educational environment occurs only when the nature or severity of the disability of a child is such that education in regular classes with the use of supplementary aids and services cannot be achieved satisfactorily” 20 U.S.C § 1412(a)(5)(A)” (Heumann, 1994). In general, least restrictive environment refers to children with disabilities whether physical, mental or emotional and including those in public and private schools, being educated with children who are not disabled and that special classes, separate special education schooling and/or removal of children with disabilities from regular classes occurs only when the severity of the disability of the child is when the education in regular classes cannot be achieved successfully.
