c. Stated goals vs. unstated goals. What did law makers hope to accomplish? The stated goals of the Act were to recognize and combat human trafficking as a societal and world problem. The unstated goal of the Act was to give more legal room to immigrants that were brought into the United States by means of trafficking. Before the Act went into place, victims of human trafficking were often times deported, however by putting the Act into place, illegal immigrants forced into this country through trafficking, were provided the ability to stay in the U.S. rather than be deported. Cost effective. After reading the TVPA, I would say there is not language geared toward being cost effective. The main goals are prevention, protection, and prosecution. (Freedom Network, 2000a). As far as policies go however, it does not seem that the Act is being allocated enough money. 95 million dollars was assigned over a two year period for the prosecution of traffickers, protection of victims and the implementation of programs. Considering that it is estimated that over 700,000 people are trafficked across international borders every year, 95 million dollars does not seem like an astronomical amount of funds. Reflection of the target population. There is effort made to reflect the target population throughout the policy. The TVPA works to recognize that the majority of those victimized by trafficking are women and children. There are many provisions made to incorporate processes and programs that are geared toward these specific groups. For example, this Act opened up access to the schools which had previously been inaccessible. The presence in schools was intended to educate children about the pitfalls of trafficking and the warning signs of coercion from traffickers. There has also been effort made to educate and empower women in cultures that under-value them. (U.S. Department of State, 2016)
f. Ability to achieve desired outcomes. I believe that this Act is extensive and relatively thorough. If all monies, time, and man-power were truly utilized and allocated to this Act, it would be a great start to protection, prevention, and prosecution of human trafficking.
g. Accessibility. The accessibility of the delivery system for the TVPA is limited. The way it is set up, it relies on law enforcement or everyday citizens to recognize victims, as well as traffickers. Part of the program is to educate people about what trafficking looks like and how to recognize
